That is what we build it for, but nobody can promise a Google position. What we can do is set the site up properly for local search, get your Google Business Profile pointing at it correctly, and make sure your pages say plainly that you work in Welwyn Garden City and the surrounding AL7 and AL8 postcodes.
You do, once you finish the 24 month term. Then it is yours to take anywhere. Cancel before that and the site comes down, so it is worth being clear on from the start. Your domain is always yours though, whatever happens. We never take ownership of it.
