Usually we would rather rebuild it, and since the build is free that costs you nothing. Send us the link and we will tell you honestly whether it is worth keeping or starting again.
That is what we build it for, but nobody can promise a Google position, and St Albans is one of the more competitive places in the county. What we can do is set the site up properly for local search, get your Google Business Profile pointing at it correctly, and make sure your pages are far clearer about what you do and where than your competitors' are.
You do, once you finish the 24 month term. Then it is yours to take anywhere. Cancel before that and the site comes down, so it is worth being clear on from the start. Your domain is always yours though, whatever happens. We never take ownership of it.
